The Indonesia office of Ernst & Young has developed a tool to help manage the substantial humanitarian aid that continues to pour into Aceh in the wake of the tsunami tragedy. Managing such extensive resources is a challenging task, and many organizations withhold aid until a control framework is in place.

To support the implementation of controls, Ernst & Young developed the Eye Tool Kit. The tool kit helps provide a level of accountability and control that assists in managing resources, streamlining operations, and reducing corruption. The Eye Tool Kit's implementation for the Aceh relief efforts is expected to ease donor concerns that funds will not reach those in need.

The Eye Tool Kit consists of community-based controls, reporting systems, and anti-corruption techniques. It also offers guidelines for financial reporting and disclosure. Implementing the Eye Tool Kit will help funds be deployed effectively while facilitating management in a high-corruption environment.
